For many decades true information about the Russian Civil War had been concealed in the national history: concealing of historical documents, creation of falsehood and myths about the Russian history of 1917 — 1922. However, starting from the beginning of mid 90s of 20th century and up to the present moment scientific community pays a great attention to restoring of historical and cultural objectivity and giving an objective judgment to the period of Russian Civil War and the opposing parties» activity.
In the East of Russia Omsk had a key role in functioning of anti-Bolshevist nation-building. It was the center of Omsk Irtysh area that got the honorable mission to be proclaimed the capital of Russia. No other Russian city, except for Moscow and Saint Petersburg, had ever achieved this right. In this connection the opening of the Center for the Study of the History of the Russian Civil War (hereinafter — the Center) in Omsk was not accidental.
In 2011 Governor of Omsk Region Leonid Konstantinovich Polezhayev initiated a creation of a scientific institution for complex study of Russian history of 1918 — 1920. According to him it was justified enough to open the Center exactly in merchant Batushkin's mansion, in a house, which from December 1918 to November 1919 was a personal residence of a Supreme Governor of Russia, Admiral Alexander Vasilyevich Kolchak.
The Concept for the Development of the Center was approved in accordance with an order of Ministry of State and Legal Development of 30.05.2011 №304p/2.
By order of the head of Historical Archive O.D. Pugacheva of 26.09.2011 a new subdivision was created — the Center for the Study of the History of the Russian Civil War; and its Activity Regulations were introduced. The Center opened its doors for visitors on January 13, 2012.
Thus, the emergence of the Center for the Study of the History of the Russian Civil War has become a reaction to the urgent need of systematic and more in-depth study of the events of that ambiguous period in the past of the region and the state.
According to its organization structure the Center for the Study of the History of the Russian Civil War is a unit of the State Archive of Omsk Region responsible for complex study of Russian history of 1917 — 1922. The uniqueness of the Center is that no historical and archival institution of the country has research unit of the kind.
In connection to this the scientific part of its Activity Concept is the main one. However, the Center is to become an interlink not only for the scientific community. The Center conducts huge work on popularization of knowledge about the period of Russian Civil War and about Omsk regional studies as a whole among general public and population of the region. This component of the Centre's activity is provided by permanent and mobile exhibition and excursion service, a cycle of overview and thematic lectures, as well as video lecture hall.
Consequently, the Center, which comprises the functions of a scientific institution, an archive, a museum and a memorial to the events of «the great confusion of 20th century», is a wellspring of the national historical and cultural memory. Visiting the Center allows to know the past better, pay homage to historical figures whose lives were connected with Omsk at the epoch which became a turning point for Russia.
